Windows used to make these the first partition, and if, when upgrading this was too small a new one was created after existing partitions. MS finally came to its senses and a couple of builds back started making the Recovery partition last for new installs. The BIOS/UEFI can get corrupted due to malware, unfinished or stuck updates. To clear up the extra Windows Boot Manager, just boot into BIOS then reset to derfaut settings.
